Sheffield Wednesday Deals with Serious Challenges, States New Football Authority

'We are going to be a part of football's future' - independent football regulator the new chairman

The Championship club's current difficulties are seen as a "significant problem" and the new football authority is looking to gain the ability to examine team situations in such situations, the recently named head the official has declared.

In a wide-ranging interview, Kogan, who was recently selected, expressed "sympathy" towards the club's followers.

The regulator engaged with four fan organizations representing the Championship side this week.

The football club have been struggling on and off the field in 2025, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a significant problem for EFL and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for football in England and recently we have met supporters' organizations.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they require examination and addressed."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the current owner indicated in the summer he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in March and May led to sanctions by the league officials in summer, blocking the team from conducting any player acquisitions for the subsequent signing windows, although that restriction was lifted in August.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where people are committed to a community organization that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for the team's plight, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the supporters."

Questioned about whether the regulator could force an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"Our least desirable course of action is commence engagement with an individual club, an specific proprietor, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"But the truth is, when you look back over the history of the game, over the last 20 or 30 years there have been certain proprietors, a small minority, but some who have been irresponsible in the way which they've been managing their teams and eventually don't wish to take responsibility for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged delegates from multiple organizations to detail the scope of the oversight body this week and stated it constituted a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish rapidly," Kogan said.

"And that's what nobody wants in the terms of English football is a huge success story - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has come into football for the past two decades, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on risk and of course, of the immediate future."

Premier League Concerns

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I fully support the achievement and development as an commercial operation of the top division.

"Being fully aware of the worry about compromising the division as a high-quality offering of the nation. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a considerable comfort."

Ideological Links

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in the past.

The chairman donated money to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any type of partisan engagement."
